This looks like Control which is in the Quickplay matchmaking list. Bungie stated that Quickplay favors quick matches with good network connection. It does not consider skill or rank.

I know I have. And it's not just when you lose either. If you win several blowout in a row 4v3, that gets boring just as quickly Matchmaking HAS to take skill into account in one way or another. Competitive does need some improvements but once ranking and quit penalties are added we should have a good choice. No, but I think having 8 straight games of roflstomp either means you are really really really bad or just really unlucky.
I am not trying to be disrespectful here, I completely agree that if you only ever got matched to top tier, it would be very frustrating, but I have yet to see that happen with frequency. If the VAST majority of games result in someone leaving after only a couple minutes because they can't stand yet another steamroll, then people will just quit playing altogether. Again, I don't see people leaving due to steamroll in quickplay as often as you have.
I do see people leave, but they get replaced somewhat quickly and things tend to even out. I think unranked games have a very useful place in all pvp games.
That said, I think all game types should be available ranked or unranked so you can choose to play the mode you like with the matchmaking style you like.
